To honor events of the past, it is not uncommon to recreate those events.
The prime example of this you will read over and over about this weekend are the cruises in honor of the 100th anniversary of the sinking of the Titanic (such as here and here and here).
In that spirit, to properly commemorate the 20th anniversary of the start of the Siege of Sarajevo, a time two decades ago when the people of the world decided to sit on their hands and do nothing while thousands of citizens were slaughtered by a well-equipped army, the people of the world have decided to recreate that moment and once again sit on the sidelines and watch the citizens of Syria die in droves.
And the band played on.
